***This is a readvertisement. If you previously applied you do not need to apply again***The City of Gainesville is seeking a Citizen Experience Specialist to join our Strategic Initiatives team. This position will report to the Director of Citizen Centered Design. We are looking for someone who loves finding new and effective ways to enhance the lives of the citizens of Gainesville. Fundamentally, we are seeking the ideal candidate who likes to use design approaches for improving how things work for organizations, people and communities. 

This includes design thinking, strategic design, systemic design, and service design. These design practices draw on customer experience, business strategy and information visualization to address complex social and organizational challenges.

The Citizen Experience Specialist will work with an interdisciplinary team of administrators, analysts, designers, developers and the public to identify opportunities to solve problems. This individual will assist in various stages of technological product development, deployment, and user engagement. This team-player will be expected to have technical, analytical, creative, and project management skillsets. Our team works on many different types of projects across our city, and the person who fills this role needs to advocate for collaboration, community, and change.
 
To qualify for this position, you must possess: Bachelor's degree from an accredited college or university in human computer interaction, computer science or a related field; and a minimum of three (3) years experience in technology project management, data analysis, and product design; or

an equivalent combination of education and experience which provide the required knowledge, skills and abilities.

A Master's degree is preferred.
 
NOTE:

  • Candidate will participate in the oversite of the City's online data presence. From managing access, posting data sets, engagement tools, vendors, licensing to understanding the full suite of capabilities for each tool.
  • Candidate must be able to demonstrate proficiency in project management for technology
  • Must have familiarity with product management and the ability to oversee the work of technology vendors and/ or contracts
  • Must excel at innovation, self-motivation, self-learning, and goal achievement. Have a keen interest in staying abreast of new technologies, tools, software languages, etc.
  • Must have experience in collecting and analyzing usability data, survey responses, focus group output, etc.
  • Candidate must be a hands on/ doer. Need experience beyond the theoretical approach.
  • Candidate must have experience in developing technology solutions
**Salary will depend on education, qualifications and the desired attributes sought by the City. Salary is not expected to exceed up to the mid-point of the range, or up to $64,200 annually.

Job Description

SUMMARY
Professional work solving local problems by developing and leveraging online tools, data analytics and civic technology. This position will be charged with finding new and effective ways to use a myriad of tools to enhance the quality of life in the City of Gainesville.
Positions allocated to this class report to a designated supervisor and work under general supervision.  Work in this class is distinguished from other classes by the innovative, strong technical and analytic skills required to leverage partnerships in order to transform services for human and societal impact in the Gainesville community.

ESSENTIAL JOB FUNCTIONS
Manages department online tools and services through project implementation and account administration.
Researches industry best practices to provide case studies and recommendations on tools, processes and policies.
Incorporates design thinking, user experience, and human ­centered design methods into project execution.
Designs, prototypes, and codes solutions across a variety of mediums.
Serves as the technical representative for project-related work.
Performs gap analysis and/or benchmarking as needed.
Documents and synthesizes results of user engagement such as focus groups, usability testing, surveys, and analytics.
Acts as the city's liaison to Gainesville's design and innovation community.
Acts as a project manager and collaborates with an interdisciplinary team of administrators, analysts, designers, developers, and the public.
Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS
Provides education and information to the public regarding data analytics and civic technology.
May lead various stages of technological product development, deployment, and user engagement.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily.  Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Bachelor's degree from an accredited college or university in human computer interaction, computer science or a related field; and a minimum of three (3) years experience in technology project management, data analysis, and product design; or

Valid driver license required.  Valid Florida Driver License required within thirty (30) days of start date.

Ability to use core modern web technologies. Examples: PYTHON, HTTP, REST, APIs, JSON, Web hooks, micro services, SQL / NoSQL
Ability to oversee the work of technology vendors and/or contracts.
Knowledge of design thinking, user experience, user interface design, service design, and product management.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is often required to sit for prolonged periods of time.
WORK ENVIRONMENT
May be required to work and attend meetings outside regular business hours, including weekends and holidays.
Will be expected to travel to various City locations.
